How Ordinance 1039 Impacts Cleveland

Collectively, we believe in and strive for affordable and secure housing for the residents of Cleveland communities. While Ordinance 1039 — also known as Mayor Bibb’s “Residents First” package — is well intentioned, it poses obstacles for renters, homebuyers, and sellers alike.
Here’s what you need to
know about Ordinance 1039:
- Introduces a convoluted approach to the rental registration and vacant building procedures, including additional approval stipulations
- Proposes additional fees for rental properties that could lead to increased rental costs for tenants
- Requires additional inspections at the point of sale, which will add more costs to the buying process that will go into the city’s coffers. Most buyers already hire a private home inspector who is working on their behalf – not the city’s.
We must remember that the Cleveland market is still in recovery, and it’s critical that the city focus on enforcing its existing laws before introducing additional hurdles for its residents.
